Federal Advisory Committee For The
National Cooperative Geologic Mapping Program


  1. Official Designation: Federal Advisory Committee for the National Cooperative Geologic Mapping Program.

  2. Functions: The Committee shall: Periodically review and critique the draft implementation plan prepared by the Secretary, acting through the Director of the U.S. Geological Survey (USGS) for the National Cooperative Geologic Mapping Program; review the scientific progress of the Program; and submit an annual report to the Secretary that evaluates the progress of the Federal, State, and University geologic mapping activities and evaluates the progress made toward fulfilling the purposes of the Act.

  3. Membership: The Committee is comprised of 10 representatives. There are four ex officio representatives, the Advisor to the President for the Office of Science and Technology Policy or designee; the Administrator of the Environmental Protection Agency or designee; and the Secretaries of Agriculture and Energy or designees. Also the Secretary of Interior, in consultation with the American Association of State Geologists, shall appoint six representatives, two from State Geological Surveys; one from academia; one from the private sector; and two from the US Geological Survey (USGS). One of the USGS representatives shall be the Associate Director for Geology who will serve as Chairman; the second USGS representative shall be the Program Coordinator for the National Cooperative Geologic Mapping Program who will serve as Vice Chairman and Executive Secretary. Appointments for the non ex officio representatives shall be for staggered 3-year terms.

  4. Ethics Responsibility: A representative may not participate in matters that will directly affect, or appear to affect, the financial interests of the representative or the representative's spouse or minor children, unless authorized by the DFO. Compensation from employment does not constitute a financial interest of the representative so long as the matter before the committee will not have a special or distinct effect on the representative or the representative's employer, other than as part of a class. The provisions of this paragraph do not affect any other statutory or regulatory ethical obligations to which a representative may be subject.

  5. Official to whom the Committee Reports: The Advisory Committee reports to the Secretary of the Department of the Interior through the Director of the USGS.

  6. Duties of the Committee: The duties of the Advisory Committee are solely advisory and are described in paragraph 3 above.

  7. Committee Support: The USGS will be responsible for administrative support to the Advisory Committee and for providing necessary technical support required by the Committee. The National Cooperative Geologic Mapping Program Coordinator shall serve as the designated Federal Officer in accordance with Section 10(e) of the Federal Advisory Committee Act.

  8. Number and Frequency of Meetings: The Chairman will call all meetings of the Advisory Committee as deemed appropriate. Six voting representatives will represent a quorum. Notice of the meeting will be published in the Federal Register at least 15 days prior to a meeting of the Committee. The annual report of the Secretary will be made available to the public as an Open-File Report of the USGS. Minutes and reports on the Advisory Committee's deliberations will be available to the public, through the USGS within sixty (60) working days of the Committee meeting.

  9. Travel Expenses for Representatives: Non ex officio representatives of the Committee shall be reimbursed for travel and per diem expenses related to official meeting of the Committee. Representatives shall not receive compensation for work associated with their participation on the Committee. All costs directly attributable to operations of the Committee will be made available from the USGS National Cooperative Geologic Mapping Program.

  10. Estimated Annual Operating Costs: Annual costs are not expected to exceed $15,000. Staff support will require less than 0.25 FTE.

  11. Continuation and Termination: In accordance with the provisions of the Federal Advisory Committee Act, as amended 5 U.S.C. Appendix, the Committee will recharter two years from the date when this charter is filed. The Committee may not meet or take action when the charter is not in effect.

  12. Authority: The Committee is established pursuant to the National Geologic Mapping Act of 1992, as amended by the National Geologic Mapping Reauthorization Act of 1997 and 1999 (Collectively, the Act).
