National Cooperative Geologic Mapping Program


  1. Official Designation: The Committee for the National Cooperative Geologic Mapping Program.

  2. Authority: The Committee is established pursuant to the National Geologic Mapping Act of 1992, as amended by the National Geologic Mapping Reauthorization Act of 1997 and 1999 (Collectively, the Act).

  3. Functions: The Committee shall: Periodically review and critique the draft implementation plan prepared by the Secretary, acting through the Director of the U.S. Geological Survey (USGS) for the National Cooperative Geologic Mapping Program (NCGMP); review the scientific progress of the program; and submit an annual report to the Secretary that evaluates the progress of the Federal, State, and university geologic mapping activities and evaluates the progress made toward fulfilling the purposes of the Act.

  4. Membership: The Committee is comprised of 10 members. There are four ex officio members: The Advisor to the President for the Office of Science and Technology Policy or designee; the Administrator of the Environmental Protection Agency or designee; and the Secretaries of Agriculture and Energy or designees. Also the Secretary of the Interior shall appoint six members, two from State geological surveys; one from academia; one from the private sector; and two from the USGS. One of the USGS employees shall be the Associate Director for Geology who will serve as Chairman; the second USGS employee shall be the Program Coordinator for the NCGMP who will serve as Vice Chairman and Executive Secretary. Appointments for the non ex officio members shall be for staggered 3-year terms.

  5. Official to whom the Committee Reports: The Committee reports to the Secretary of the Interior through the Director of the USGS.

  6. Duties of the Committee: The duties of the Committee are solely advisory and are as described in paragraph 3 above.

  7. Committee Support: The USGS will be responsible for administrative support to the Committee and for providing necessary technical support required by the Committee. The NCGMP Coordinator shall serve as the designated Federal Officer in accordance with Section 10(e) of the Federal Advisory Committee Act.

  8. Meetings: The Chairman will call all meetings of the Committee as deemed appropriate. Six voting members will represent a quorum. Notice of the meeting will be published in the Federal Register at least 15 days prior to a meeting of the Committee. The annual report of the Secretary will be made available to the public as an Open-File Report of the USGS. Minutes and reports on the Committee's deliberations will be available to the public, through the USGS within 60 working days of the Committee meeting.

  9. Travel Expenses for Members: Non ex officio members of the Committee shall be reimbursed, in accordance with 5 U.S.C. 5703, for travel and per diem expenses related to official meetings of the Committee. Members shall not receive compensation for work associated with their participation on the Committee. All costs directly attributable to the operations of the Committee will be made available from the USGS NCGMP.

  10. Estimated Annual Operating Costs: Annual costs are not expected to exceed $15,000. Staff support will require less than 0.25 FTE.

  11. Continuation and Termination: In accordance with the provisions of the Federal Advisory Committee Act, as amended, 5 U.S.C. Appendix, the Committee will be rechartered 2 years from December 9, 1999, when Public Law 106-148, which established this Committee, was enacted. The Committee may not meet or take action when the charter is not in effect.
