Federal Advisory Committee For The
National Cooperative Geologic Mapping Program
- Official Designation: Federal Advisory Committee for the National Cooperative Geologic Mapping Program.
- Authority: The Committee is established pursuant to the National Geologic Mapping Act of 1992, as amended by the National Geologic Mapping Reauthorization Act of 1997 (Collectively, the Act).
- Functions: The Committee shall: Review and critique the draft implementation plan prepared by the Secretary, acting through the Director of the U.S. Geological Survey (USGS) for the National Cooperative Geologic Mapping Program; Review the scientific progress of the Program; and Submit an annual report to the Secretary that evaluates the progress of the Federal, State, and University geologic mapping activities and evaluates the progress made toward fulfilling the purposes of the Act.
- Membership: The Committee is comprised of ten members. There are four ex officio members, the Advisor to the President for the Office of Science and Technology Policy or designee; the Administrator of the Environmental Protection Agency or designee; and the Secretaries of Agriculture and Energy or designees. Also the Secretary shall appoint six members, two from State Geological Surveys; one from academia; one from the private sector; and two from the USGS. One of the USGS employees shall be the Chief Geologist who will serve as Chairman, the second USGS employee shall be the Program Coordinator for the National Cooperative Geologic Mapping Program who will serve as Vice Chairman and Executive Secretary. Appointments for the non ex officio members shall be for staggered 3-year terms.
- Official to whom the Committee Reports: The Advisory Committee reports to the Secretary of the Department of the Interior through the Director of the USGS.
- Duties of the Committee: The duties of the Advisory Committee are solely advisory and are described in paragraph 3 above.
- Committee Support: The USGS will be responsible for administrative support to the Advisory Committee and for providing necessary technical support required by the Committee. The National Cooperative Geologic Mapping Program Coordinator shall serve as the designated Federal Officer in accordance with Section 10(e) of the Federal Advisory Committee Act.
- Number and Frequency of Meetings: Meetings will be called by the Chairman. At least one meeting will be held yearly. The Chairman may call other meetings of the Advisory Committee as deemed appropriate. Six voting members will represent a quorum. Notice of the meeting will be published in the Federal Register at least 15 days prior to a meeting of the Committee. The annual report of the Secretary will be made available to the public as an Open-File Report of the USGS. Minutes and reports on the Advisory Committee's deliberations will be available to the public, through the USGS within ten (10) working days of the Committee meeting.
- Travel Expenses for Members: Non ex officio members of the Committee shall be reimbursed for travel and per diem expenses related to official meeting of the Committee. Members shall not receive compensation for work associated with their participation on the Committee. The Committee will meet annually. All costs directly attributable to operations of the Committee will be made available from the USGS National Cooperative Geologic Mapping Program.
- Estimated Annual Operating Costs: Annual costs are not expected to exceed $15,000. Staff support will require less than 0.25 FTE.
- Continuation and Termination: In accordance with the provisions of the Federal Advisory Committee Act, as amended 5 U.S.C. Appendix, the Committee will recharter two years from the date when this charter is filed. The Committee may not meet or take action when the charter is not in effect.
