Federal Advisory Committee For The
National Cooperative Geologic Mapping Program


  1. Official Designation: The National Cooperative Geologic Mapping Program Advisory Committee.

  2. Authority: The Geologic Mapping Advisory Committee is established pursuant to The National Geologic Mapping Act of 1992, Section 5, Public Law 102-285, 106, 169 (May 18, 1992).

  3. Functions: The Advisory Committee shall (1) review and critique the draft implementation plan prepared by the Secretary, acting through the Director of the United States Geological Survey (USGS), for the National Cooperative Geologic Mapping Program; (2) review the scientific progress of the Program; and (3) submit an annual report to the Secretary that evaluates the progress of the Federal and State geologic mapping activities and evaluates progress made toward fulfilling the purposes of the National Geologic Mapping Act of 1992.

  4. Membership: The Advisory Committee shall be comprised of sixteen members, appointed as follows: The President shall appoint one member each from the Office of Science and Technology Policy, the Department of Agriculture, the Department of Energy, and the Environmental Protection Agency. The Secretary of the Interior shall appoint four representatives from State Geological Surveys, three representatives from academia, three representatives from the private sector, and two employees of the USGS. One of the USGS employees shall be the Chief Geologist who will serve as Chairman. The second USGS employee will serve as Vice Chairman and Executive Secretary. Appointments shall be for staggered 3-year terms.

  5. Official to Whom the Committee Reports: The Advisory Committee reports to the Secretary of the Department of the Interior through the Director of the U.S. Geological Survey.

  6. Duties of the Committee: The duties of the Advisory Committee are solely advisory and are described in paragraph 3 above.

  7. Committee Support: The USGS will be responsible for administrative support to the Advisory Committee and for providing necessary technical support required by the Committee. The Chief Geologist, USGS, will serve as the designated Federal officer in accordance with Section 10(e) of the Federal Advisory Committee Act, as amended 5 U.S.C. Appendix.

  8. Number and Frequency of Meetings: Meetings will be called by the Chairman. At least one meeting will be held yearly. The Chairman may call other meetings of the Advisory Committee as deemed appropriate. Nine voting members will represent a quorum. Notice of the meeting will be published in the Federal Register at least 15 days prior to a meeting of the Committee. The annual report to the Secretary will be made available to the public as an Open-File Report of the U.S. Geological Survey. Minutes and reports on the Advisory Committee's deliberations will be available to the public, through the USGS within ten (10) working days of the Advisory Committee meeting. Members of the Advisory Committee, other than Federal employees, shall be reimbursed for travel and per diem expenses connected with official Committee meetings in the same manner as persons employed intermittently in government service are allowed travel expenses under Section 5703 of Title 5 of the United States Code.

  9. Estimated Annual Operating Costs: Annual costs are not expected to exceed $35,000. Staff support will require less than 0.25 person year.

  10. Continuation and Termination: In accordance with the provisions of the Federal Advisory Committee Ad, as amended 5 U.S.C. Appendix, the Committee will terminate 2 years from the date when this charter is filed unless renewed.
